01 Overview

Telxpress helps property managers and HOAs in Orange County answer every resident call, escalate emergencies at any hour and dispatch vendors without a manager on the phone. We advise on where an AI agent fits, deploy it with TCPA consent in mind for resident texts, and install access control, cameras, intercoms, connectivity and board meeting AV your properties need.

Why do property managers look at AI for after-hours calls?

A management company carries many properties and every unit has a phone. Maintenance requests, lockouts, gate failures and noise complaints arrive at all hours, and the manager on call cannot tell an emergency from a routine request without answering.

An AI agent answers every call, asks the questions that separate a flood from a dripping faucet, logs the request to your work-order system and escalates true emergencies by phone and text to the on-call person. The manager sleeps unless the building needs them.

Escalation path: the written rule for who gets contacted, in what order and by what channel when a resident reports a problem. A burst pipe at midnight reaches the on-call technician and then the manager; a noise complaint waits for the morning. An AI agent is only as good as the escalation path behind it, so we write that path down with you before anything goes live.

02 Three AI use cases

What can AI do for a property manager? Three use cases

  1. 01

    After-hours maintenance and emergency calls

An AI voice agent answers residents at any hour, asks the triage questions you define, creates the work order and escalates emergencies such as water, gas, fire or a security failure to the on-call technician and manager by phone and text, retrying until someone acknowledges.

  2. 02

    Vendor dispatch and resident updates

For an approved emergency the agent contacts the vendor on your list, confirms the dispatch and lets the resident know who is coming, then logs the whole exchange. Routine requests wait for the morning queue with every detail already captured.

  3. 03

Board meetings residents can join from anywhere

A community room with microphones, a camera and a display, plus a teleconference setup residents can join by phone or video, so board meetings can be held in person, online or both and still be heard clearly by everyone.

03 Compare your options

How do the options for after-hours resident calls compare?

Qualitative. Many management companies keep a live answering service for the most sensitive communities and move the rest to the agent.

04 Compliance considerations

Which compliance considerations do we design for in property management?

We are technologists, not lawyers. These are the considerations we design for when we plan property management and HOA systems; your counsel, board and management decide what your communities require, and we give them the technical facts to decide with.

  • 01

TCPA consent for texts and automated calls to residents

FCC rules ban autodialed texts to a mobile phone unless the owner previously consented or the message is an emergency, require written consent for commercial texts while informational texts may rest on oral consent, and let anyone opt out at any time. We record consent per resident, keep emergency alerts separate from marketing and honor opt-outs automatically. Confirm the wording with counsel.

  • 02

    AI voices under the TCPA

The FCC's February 2024 declaratory ruling confirms that the TCPA's restrictions on artificial or prerecorded voices cover current AI technologies that generate human voices, and that such calls need the prior express consent of the called party absent an emergency purpose or exemption. We configure outbound AI calls to run only where consent is on record, and keep inbound answering separate from outbound alerts.

  • 03

Cameras, access control and resident privacy

Cameras cover entrances, gates, parking, mail rooms and amenity areas, never spaces where a resident expects privacy, and signage says that recording is in place. Access control logs who opened which door and when; we set retention for video and access logs to your policy and limit who can view them.

  • 04

    Call recording consent

California is treated as an all-party consent state for recording calls, so every recorded path carries a clear notice, including transfers and agent hand-offs, and recording can be turned off per line or scenario.

  • 05

Board meetings by teleconference (California Civil Code 4926)

California Civil Code section 4926 lets an association hold a board or member meeting entirely by teleconference when the notice gives clear technical instructions, the phone number and email of a person who can help with technical problems before and during the meeting, and a reminder that members may request individual delivery of notices; every director and member must be able to participate as they could in person, director votes are by roll call, a telephone option must be offered, and meetings that count ballots are excluded. We build rooms and setups that meet those conditions.

Considerations we design for, not legal advice or a certification. We document the technical setup so your compliance lead and counsel can decide what your organization requires.

05 What we install

What do we install for property management and HOAs?

Every system below is designed for AI workloads, installed by our own Irvine technicians and covered by 24/7 support. Each links to the detailed service page.

  • 01

    Phone systems

Cloud phone systems with a number per community, on-call rotations, after-hours routing to an AI agent and texting with consent records, from Yealink, Nextiva and Yeastar.

  • 02

    Surveillance

Hikvision cameras, access control for gates, lobbies and amenity rooms, and video intercoms at entrances, with retention set by your policy.

  • 03

    Connectivity

Business internet and SD-WAN across properties and the management office, with cellular backup for sites that cannot afford to lose the gate or the cameras.

  • 04

    Networking

Fortinet firewalls and Ubiquiti or Cisco Meraki Wi-Fi for clubhouses, leasing offices and amenity areas, with separate segments for residents, staff and building systems.

  • 05

    Audio visual

Community rooms with microphones, a camera and a display for board meetings, plus the teleconference setup residents join by phone or video.

  • 06

    Cabling

Structured cabling for leasing offices, clubhouses, gate controllers and camera runs across the property.

06 Questions

Questions property managers and board members ask us

How does the AI agent know what counts as an emergency?

You tell it. During setup we write the escalation path with you: which situations are emergencies, who is called first, second and third, by which channel, and how long to wait for an acknowledgment before moving on. The agent follows that path every time and logs each attempt, so the morning report shows exactly what happened overnight.

Can residents text us, and can we text them back legally?

Residents can text or call you. For texts you send, FCC rules require consent before an autodialed text to a mobile phone, written consent for anything commercial, and an immediate opt-out, except in emergencies. We collect and record consent per resident, keep emergency alerts on their own path and honor opt-outs automatically. Your counsel confirms the consent wording.

Does the agent work with our property management software?

It is designed to write work orders and notes into the systems you already run through controlled integrations, and where a system has no integration path it emails or texts the request to the queue you name. During discovery we confirm your software and the integration path before quoting, so nothing is promised that cannot be built.

Can you connect several properties to one system?

Yes. SD-WAN links each property and the management office over whatever internet is available at that address, with cellular backup where a gate, intercom or camera system cannot afford to go dark. Cameras, access control and phones at every site are then managed from one place, and a new property is added without rebuilding anything.

What does a board meeting room need so residents can join remotely?

Microphones for the board and the floor, a camera on the board table, a display for presentations and remote attendees, and a wired connection for the meeting platform. We also set up the phone dial-in that California Civil Code section 4926 calls for when a meeting is held entirely by teleconference, and we train the manager to run it.
